Vodafone is one small step closer to turning its mobile phones into a home phone.
The Commerce Commission had released its initial thoughts on Vodafone's request to interconnect with Telecom's fixed-line network, saying local calls between the two should be free.
As mobile phones reach saturation point, the UK-based Vodafone is trying to boost its global earnings by using its mobile technology to offer all the same services as a copper wire network, such as 3G broadband.
Vodafone's general manager of commercial development, Tom Chignall, says the draft paper recognises that local calls can be available over a mobile network.
Vodafone will launch 3G mobile broadband services in September.
